Human Resources Analyst-City of Hanford, CADescription The City of Hanford is recruiting one (1) vacancy in the Administration Department.-- The position will perform professional work in support of one or more human resources functions including recruitment and selection, employee benefit administration, and workers compensation; and perform related work as assigned. Examples of Duties EXAMPLES OF ESSENTIAL DUTIES--- Duties may include, but are not limited to, the following: -- Perform the full range of recruitment and selection functions including development of written, performance and oral testing and interview materials, and administration of examinations and interview boards. -- Administer benefit programs for current employees and retirees; serve as Workers' Compensation Administrator. -- Develop, coordinate and monitor employee training programs, Department of Transportation Random Drug Testing program, and Family Medical Leave Act program. -- Counsel and advise employees, supervisors, department heads and the public regarding matters related to employment, promotion, retirement, benefits, and human resources policies and procedures. -- Conduct new employee orientations. -- Plan, research and coordinate various human resources special projects and programs. -- Perform administrative support duties and assist in the interpretation and application of human resources rules, policies and legislation. -- Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. -- Foster an environment that embraces diversity, integrity, trust, and respect. -- Be an integral team player, which involves flexibility, cooperation, and communication. -- Perform related duties as assigned. Qualifications MINIMUM QUALIFICATIONS: -- Knowledge of: -- Principles, methods and techniques of public human resources administration. -- Principles and techniques of recruitment and selection in the public sector. -- Applicable Federal, State and local employment laws and regulations. -- Principles and techniques of effective supervision, interviewing and counseling. -- Statistical concepts and methods. -- Principles of organization and management. -- Ability to: -- Perform professional level work in support of one or more human resources functions. -- On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures. -- On a continuous basis sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less. -- Understand, interpret, analyze, and explain relevant procedures, policies and regulations. -- Research and analyze complex problems, and evaluate varied information and data, either in statistical or narrative form; evaluate alternative courses of action and make recommendations. -- Coordinate a variety of tasks and assignments; set priorities and use time efficiently. -- Make verbal presentations requiring tact, diplomacy and persuasion; facilitate meetings and groups. -- Use sound judgment in recognizing scope of authority. -- Operate and use modern office equipment including computers and applicable software. -- Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. -- Utilize appropriate safety procedures and practices for assigned duties. -- Communicate effectively orally and in writing. -- Relate effectively with people of varied academic, cultural, and socio-economic backgrounds using tact, diplomacy, and courtesy. -- Establish and maintain effective, cooperative and collaborative working relationships with others. -- Experience and Education -- Any combination of experience and education that would provide the required knowledge and abilities is qualifying.-- A typical way to obtain the required knowledge and abilities would be: -- Experience: -- Two years of responsible professional human resources experience. -- Education: -- Equivalent to possession of a Bachelor's degree in human resources, public administration, or a related field. -- License and Certificate -- May need to possess an appropriate, valid California driver's license as required by the position.
