Job Description:

THE POSITION OF CITY MANAGER The City Manager serves as chief executive and administrative officer for the City and assists the City Council in carrying out their role as representatives of the City of Hanford. The City Manager is appointed by, receives instruction from, presents recommendations to, and is directly responsible to report to the City Council for all matters pertaining to the administration and operation of the City government. Within the policies established by the City Council, the City Manager plans, organizes, and directs operations of the City of Hanford and appoints and supervises the executive team. The City Manager strengthens and maintains relationships with county, state, legislative leaders, and local governments and is continually proactive, not reactive by looking ahead and planning for tomorrow. Additional duties and responsibilities of the City Manager include, but are not limited to: ------ Develop, plan and implement City-wide goals and objectives, policies and procedures. ------ Enforce and administer the provisions, laws, and ordinances governing the City. ------ Prepare and propose the annual budget; exercise highest-level oversight of department budgets; participate in assessing, planning and implementing capital projects. ------ Oversee recommendations for the selection of staff. Investigate complaints regarding the management of City departments. ------ Build and maintain positive working relationships with Council members, City staff and the public using principles of good customer service. ------ Foster an environment that embraces diversity, integrity, trust, and respect. ------ Be an integral team player, which involves flexibility, cooperation, and communication. THE IDEAL CANDIDATE The City Council is seeking a City Manager who is a natural leader of people and will embrace the challenges and corresponding rewards of living and working in this beautiful city. The ideal candidate will communicate well at all levels in the organization and have the knowledge and ethics to earn the trust and respect of the City Council, staff and the community-at-large. Candidates who promote a collaborative work effort and value teamwork and empowering staff members are ideally suited to this position. The ideal candidate will be a creative problem solver with the ability to be versatile when engaging with different personality types and negotiating with others. The ability to listen to the needs of all stakeholders and partners, including soliciting input from the community using social media and other technologies is a highly desirable trait. The City Manager will foster an open and transparent environment for government. The ability to understand and respect a variety of viewpoints and facilitate meaningful discussions while addressing complex issues will assist the City Manager in accomplishing the City Council's goals and objectives. The incoming City Manager should have a background in strategic planning, knowledge of pertinent local, State and Federal laws, a broad base of experience in policy-level issues, a wellrounded executive background that includes progressively responsible government experience and an understanding of the trends and demographics of the area. Experience - Eight years of increasingly responsible experience in the planning, organization, coordination and financing of varied municipal activities; including four years of administrative and management responsibility. Education - A Bachelor's degree from an accredited college or university with major coursework in Public Administration, Business Administration or a related field is required. A Master's degree is highly desirable. COMPENSATION & BENEFITS The City of Hanford provides an excellent compensation and benefits package to executive employees, including medical, dental, vision and life insurance, 11 holidays and one floating holiday, sick leave, vacation and a 3% Cafeteria Style Benefit package. The City of Hanford is contracted with CalPERS. Dependent upon prior CalPERS service and start date, selected individual will be assigned to one of the following formulas: 3%@60 or 2%@62. The salary for the City Manager will be dependent upon qualifications.
